Eine Fusion 2021 ist möglich!

Konzept für eine innovative Teststrategie

1. Einleitung
1.1. Zusammenfassung
Wir schreiben dieses Konzept im Wissen, dass wir die Fusion 2021 nur unter Berücksichtigung und verantwortungsvoller Bewertung der pandemischen Gesamtsituation Ende Juni realisieren können.
Wir sagen aber auch deutlich, dass wenn zur Festivalzeit erneut Tourismus in Mecklenburg-Vorpommern gestattet sein wird, wir auch Festival feiern werden.
Mit einer innovativen Strategie von PCR-Massentests für alle Fusionist:innen, Artists und Crews machen wir die Fusion 2021 auch unter Pandemiebedingungen möglich:
Alle Fusionist:innen werden am Tag der Anreise von uns und unseren Partner:innen vor dem Einlass PCR getestet.
Von Samstag auf Sonntag wird ein weiterer PCR-Test für alle auf dem Festival durchgeführt, um die Gefahr eines Infektionsgeschehens durchgehend und lückenlos zu vermeiden.
So erreichen wir, dass am Ende das Infektionsrisiko auf ein absolutes Minimum reduziert wird.

1.2 Begründung
Der Infektionsschutz und die damit einhergehende Maßnahmen basieren in Deutschland nicht nur auf wissenschaftlichen Erkenntnissen, sondern sind zunehmend Spielball von Interessenskonflikten und politischer Abwägungen geworden. In Deutschland können während der Pandemie Waffen und Autos produziert werden, laufen Großraumbüros weiter als sei nichts passiert, werden auf Druck der Wirtschaft Lockerungen umgesetzt, auch wenn diese der Bekämpfung der Pandemie entgegenlaufen.

Grundrechte und Kultur verteidigen
Ganz im Gegensatz dazu war der Umgang mit Kultur von Anfang an restriktiv. Kultur wurde als verzichtbar betrachtet und einfach stillgelegt. Gleichzeitig lief die industrielle Produktion weiter, wurde das Weihnachtsgeschäft gegen alle Vernunft durchgepeitscht, haben viele Konzerne Rekordgewinne eingefahren und die Schere zwischen Arm und Reich durch die Pandemie noch einmal verschärft.
Der Gedanke, dass Kultur, soziale Interaktion oder gar Tanz grundrechtlich geschützt und wichtig für ein erfülltes und glückliches Leben sind, wird als verantwortungslos abgetan. "Auf Konzerte, Festivals, Theater, Kunst und Clubs können und müssen wir verzichten!" schallte es denjenigen entgegen, die etwas verschämt riefen: "Aber Kultur ist doch wichtig!"
Uns haben viele der Maßnahmen vor allem im Privaten getroffen. Wir durften uns nicht mehr mit anderen Menschen treffen, unsere Privatleben wurden runtergefahren, elementare Grundrechte eingeschränkt – und an Tanzen mit anderen war überhaupt nicht zu denken.
Obwohl wir der Politik ein massives Versagen in der Pandemiebekämpfung vorwerfen, erachten wir einen Großteil der Schutzmaßnahmen als vernünftig und verstehen unseren Verzicht als Solidarität mit und gegenüber Allen. Wir haben uns schon frühzeitig klar und deutlich gegen Corona-Leugner:innen, Verschwörungsideolog:innen und ihre rechtsradikalen Verbündeten positioniert.
Nun läuft die Pandemie seit über einem Jahr und wir mussten mit ansehen, wie Deutschland in der Pandemiebekämpfung, beim Testen, beim Impfen und bei der Digitalisierung von Bildung und Gesundheitsämtern im großen Stil versagt. Während sich alle nach der ersten Welle auf die Schulter klopften, wurden die zweite und dritte Welle von der Bundesregierung verschlafen bzw. billigend in Kauf genommen. Diese Politik hat nicht nur Tausenden Menschen das Leben gekostet, sondern die massive Einschränkung unserer Grundrechte auf unbestimmte Zeit verlängert.

Neue Konzepte statt Stillstand
Flächendeckende Schnelltests und andere sinnvolle Konzepte zum sicheren und besseren Leben in der Pandemie versanden in ewigen Diskussionen, Kompetenzgerangel, Zauderei und Bürokratie. Innovative Wege, die uns gar aus der Pandemie führen könnten, sind Mangelware.
Wir sind diese Perspektivlosigkeit leid und wollen raus aus der defensiven Lethargie. Mit unserem ausgeklügelten Konzept von PCR-Massentests wollen wir eine Zukunftsperspektive für Festivals und Kultur unter Pandemiebedingungen aufzeigen. Wir fordern "Her mit dem schönen Leben!" und wollen die Fusion 2021 feiern.
Wir werden wohl nicht umhinkommen, mit gewissen Einschränkungen zu feiern, aber wir werden das Festival nur realisieren, wenn unter dem Strich eine Fusion steht, auf der wir auch wirklich so feiern können, wie wir es lieben.
Für uns ist klar: Wir gewährleisten das Grundrecht auf körperliche Unversehrtheit, weil unser Test-Konzept die Gefahr eines Infektionsgeschehens weitestgehend ausschließt. Deshalb können, wollen und werden wir mit vielen Menschen zusammen Konzerte hören und barfuß auf Wiesen tanzen.
Mit einem sicheren Konzept gibt es keinen Grund mehr, das Recht auf freie Entfaltung der Persönlichkeit – und damit den Genuss von Kunst und Kultur – weiter einzuschränken oder unserem Festival die Genehmigung zu versagen.
Im letzten Jahr haben wir die Fusion aus freien Stücken frühzeitig abgesagt. Damals war nicht absehbar, dass unsere Ministerpräsidentin im Sommer, dank niedriger Inzidenzen die ganze Republik einladen würde, an unseren Stränden und Seen ihren Urlaub zu verbringen. Wenn Massentourismus auch 2021 zur Festivalzeit wieder möglich ist, dann können und werden wir mit unserem richtungsweisenden Test- und Hygienekonzept auch die Fusion feiern.

Festivalkultur erhalten
Ein Festival lebt davon, dass Menschen sich begegnen, austauschen und auch nahekommen. Ohne diese Formen der sozialen Interaktion und mit Social Distancing ist ein Festival kein Festival und die Fusion nicht die Fusion. Durch unsere umfassende Test- und Hygienestrategie können wir uns diesen wichtigen Teil unseres Lebens zurückholen und trotz Pandemie unser Festival weitgehend so feiern, wie wir es kennen und lieben.
Massives Testen ist die Perspektive, wie Kultur auch in der Krise funktionieren und erhalten werden kann. Das Warten auf das Ende der Pandemie ist definitiv keine Perspektive.
Es geht darum, die Festivalkultur zu erhalten und die Netzwerke der Mitwirkenden zu stärken. Es geht auch darum, neue Wege aufzuzeigen und temporäre Auszeiten in dieser dystopischen Situation zu schaffen. Dafür sind wir bereit, einen großen Aufwand zu treiben.
Wir sind heute in Sachen Testsstrategien viel weiter als noch vor wenigen Monaten. Nur deshalb können wir überhaupt ein so ambitioniertes Konzept aufstellen. Die Technologie, die Hard- und Software, das Personal und die Kapazitäten für PCR-Massentest gibt es – und sie stehen uns zur Verfügung. Das Konzept „PCR-Tests für alle“ ist im Prinzip simpel, auch wenn es in einer so großen Dimension für uns eine logistisch aufwändige und kostenintensive neue Herausforderung bedeutet.

Fusion 2021 is possible!

A concept for an innovative testing strategy

1. Introduction
1.1. Summary
We’re developing a concept which acknowledges the fact that we can only host Fusion in 2021 while taking into account the overall situation of the pandemic at the end of June.
But we’re firm on the fact that, if mass tourism is allowed in Mecklenburg-Vorpommern during the time in which the festival would take place, then we will be able to celebrate our festival as well.
With an innovative mass-PCR testing strategy for all Fusionists, artists and Crews, we’re making Fusion happen, despite the pandemic:
All Fusionists will be PCR-tested by us and our partners on the day of arrival to the festival prior to admission.
From Saturday to Sunday, another PCR test will be carried out for everyone at the festival in order to ensure the continued prevention of the risk of infection.

In this way, we ensure that the risk of infection is reduced to an absolute minimum.

1.2 Justification
In Germany, the prevention of infection and the resulting Corona measures are not just based on science, and are increasingly becoming a political football. Weapons and cars are allowed to be produced here during the pandemic, open-plan offices continue to operate as if nothing happened, and the measures are being eased due to economic pressures, irrespective of the fact that this relaxation contradicts the fight against the pandemic.
Protecting our fundamental rights and culture
In stark contrast to this, since the start of the pandemic, the approach to culture has been to restrict it. Culture has been seen as dispensable and simply shut down. At the same time, industry continued, the Christmas economy continued against all common sense, many international corporations saw huge profits, and the pandemic widened the gap between the rich and poor.
Anyone who articulates the idea that culture, social interaction or, heaven forbid, dancing are important for a fulfilled and happy life is dismissed and labelled irresponsible. “Culture, festivals, theatre, art, and clubs… we can and must do without those” echoed against those who then gingerly claimed: “But, yeah, culture is important…”
A lot of the measures affected us, especially in our private lives. We were no longer allowed to meet with others; our social lives were diminished, basic human rights were restricted - and dancing with other people was completely out of the question.
Although we’re critical of politicians for their massive failure in tackling the pandemic, we do consider most of the measures taken to be sensible and see our sacrifice as being in solidarity with everyone and to the benefit of everyone. We took a clear position early on against the Corona Deniers, conspiracy theorists, and their right-wing allies.
We’re now over a year into the pandemic and have had to sit by and watch Germany’s failure in tackling it. Failure in testing, vaccinating, the digitalisation of education and health authorities on a large scale. While everyone patted each other on the back after the first wave, the government slept through the second and third waves - or just accepted them as given. This has not only cost the lives of thousands of people, but has also indefinitely extended the significant restrictions to our basic rights.

A new concept rather than inaction
Comprehensive rapid testing and other sensible ideas to facilitate a safer and better life during the pandemic have resulted in endless discussions, bickering over responsibilities, hesitation, and bureaucracy. Innovations that lead us out of the pandemic are in short supply.
We’re tired of this lack of initiative/perspective and want to end this negative lethargy. With our sophisticated concept of mass PCR testing, we want to demonstrate that there are good prospects for a return for our basic rights, for festivals, and for culture during the pandemic. We say “Bring on the beautiful life” and we want to enjoy a Fusion festival in 2021.
This will probably have to be with certain restrictions but we only want to do the festival if we can experience Fusion in the way we all know and love it.
For us, it’s clear: we can guarantee the fundamental right of self-determination because our testing concept excludes the risk of infection to the greatest possible extent. That is why we can, want to, indeed will, together with many others, listen to concerts and dance barefoot in fields.
If we have a good and safe concept in place, there is no longer any reason to continue to restrict the right to free personal development – and thus the enjoyment of art and culture – nor to refuse our festival permit.
Last year we voluntarily cancelled the festival early on. At that time it was not conceivable that our Minister President in Mecklenburg-Vorpommern would invite the whole country to holiday on our beaches and lakes in the summer because of the low COVID case numbers at that time. If mass tourism is possible again this summer around the time of the festival, then we can and will host Fusion with our indicatory testing and hygiene concept.

Preserve festival culture
A festival is all about people coming together, conversing and coming to understand one another. Without these forms of social interaction and with social distancing a festival is not a festival and Fusion is not Fusion. With our comprehensive testing and hygiene strategy we can take back this important part of our lives and, despite the pandemic, put on our festival to a large extent how we know and love it.
Mass testing offers an avenue and perspective for culture to continue to function and be maintained, even in a crisis. Waiting for the pandemic to end is definitely not the way forward.
This is about safeguarding festival culture and the network of people in and around them. It is about opening up new paths forwards and offering temporary breaks from this dystopian situation. We are prepared to go to great lengths to achieve this.
In terms of testing, we are already much further on than we were a few months ago. This is the reason that we are able to put forwards such an ambitious concept. The technology, the hard and software, the personnel and the capacity for mass PCR-testing exist – and they are available to us. The concept “PCR tests for all” is simple, even if the logistics and high costs associated with it at this scale present us with an enormous challenge.
